Millbourne Gardens | York, PA

Currently Under Construction

Projected Completion: 2028

Stewart & Tate Construction was selected to provide construction management services for the transformation of the historic Millbourne property at 1700 Powder Mill Road in York, Pennsylvania. This significant project supports the Powder Mill Foundation’s vision to convert the privately owned estate into a botanical garden open to the public.

Located on approximately 50 acres, Millbourne is the longtime home of the late Josephine (Jody) Appell and Louis J. Appell. The property features a diverse landscape of woodlands, pastures, ornamental gardens, and residential structures that will be preserved and enhanced as part of the site’s transition to public use.

Construction activities will include extensive site engineering and landscape improvements, along with the development of several new facilities designed to support visitors, education, and horticultural operations. Key components of the project include a new Visitor Center, Maintenance and Horticultural Support Facilities, Greenhouses, and an Educational Building. These additions will help establish Millbourne as a premier destination for environmental education, community engagement, and botanical exploration in York County.

Construction is expected to continue through 2028, culminating in the opening of a unique public botanical garden that will preserve the property’s natural beauty while creating lasting opportunities for learning, recreation, and conservation.
